Constant Control appointed to NZQA Business Analyst as a Service Panel

Constant Control is pleased to announce our appointment to the New Zealand Qualifications Authority (NZQA) Business Analyst as a Service (BAaaS) Panel.

This appointment represents an important partnership and reflects NZQA’s confidence in our delivery-first, senior-only approach to business analysis. It also recognises the value of pragmatic, outcome-focused analysis in complex, regulated public-sector environments.

Supporting delivery in a complex regulatory landscape

NZQA plays a critical role in maintaining the integrity of New Zealand’s qualifications system. Its operating environment is characterised by legislative obligations, strong public accountability, and a need to balance policy intent with operational practicality. Change initiatives in this context require more than documentation. They require clarity of purpose, disciplined decision-making, and a clear line of sight from strategy through to delivery.

Our role as part of the BAaaS Panel is to support NZQA teams with business analysis capability that strengthens delivery outcomes while respecting governance, assurance, and regulatory constraints.

The BA as a Service model provides NZQA with the ability to access high-quality business analysis capability as needed, scaling up or down in response to demand. This flexibility supports more responsive delivery while maintaining cost control and governance oversight.

We see this model as particularly well suited to organisations managing multiple concurrent initiatives with varying levels of complexity and certainty.
